The master developer of the property is Emaar, Nakheel, and Dubai holdings or Dubai world! For holding other properties, developers are required to pre-approve their properties with Jebel Ali free zone authorities before accomplishing the offshore companies given permission to hold these properties.

JAFZA Company Formation

It is mandatory that shareholders/directors or authorized person present before the Jebel Ali Free Zone authorities and sign all the relevant documents of the offshore company like memorandum, resolutions, articles, etc. It may not be convenient at times. Therefore, it would be advisable to execute a power of attorney to a single person or person authorizing him to sign on behalf of the directors/shareholders. The POA is notarized by a notary in Dubai.
